Resource Model

CPOs own stations. Charger details are embedded in the station response because charger status is only meaningful in station context. Availability, forecast, wait time, and reliability are station-scoped subresources. Geography is a filter on a CPO's station collection because it changes which stations are returned; it is not the returned resource. Use state=CA.
